I do not much care about the direct confrontation and the mouth on this guy in New York City, but you have to think about the overarching attempts by Jimmy Justice to expose law enforcement officers who do not comply with the own laws they are retained to enforce.
Jimmy Justice has a channel on youtube in which you can watch the mainly traffic officers of New York City willfully violating the traffic laws for which they write tickets when there is no emergency -- for things such as to get lunch.
You can say what you want about this, but this is public journalism. Also, for time and eternity we have had public policy and not-for-profit law firms, such as Home Base and Judicial Watch to name a couple, who are intent on using some coercion in exposing abuse as a means to get it stopped. This seems to be the modern version. Besides, this is similar to the Minuteman organizations that watch the borders and film those crossing it from Mexico. There has been much debate about their right to do so as well.
